Except…it isn’t, though. One of the main purposes is to provide incentive for good students to stay in state and attend Georgia public schools, thus improving them. And it has largely worked. UGA has become infinitely better respected since HOPE was implemented and everyone who excelled in high school would leave the state to attend better colleges.
